The full text of Manifesto de Cartagena, written by Simon Bolivar in 1812, is as follows:
“Colombians! The occasion has come to break our chains; and, by a single act of our will, to destroy forever the oppressive government that Spain has foisted upon us.
Our country too long has groaned beneath the yoke of tyranny; not because of our incapacity to govern ourselves, but because we were sunk in indolence and made subservient to a foreign power.
The desire for freedom clings to every human soul; and at times it seems that the unquenchable fire of liberty is about to burst forth and envelope the entire world. Now is the time: this moment is perhaps the only favorable one that may occur in the course of our lives. Let us seize the implements of war and turn them against the tyrants who have robbed us of our freedom.
Some will say that we are not yet fully prepared; that we lack the arms and equipment needed for so great an undertaking; that our troops are not adequately drilled or trained. But this is mere pretext; advanced by those who fear to put an end to injustice and oppression.
It is nothing but a new attempt to enslave the people, by terrorizing the timid and tranquil-minded.
Let us put our trust in God, and let us not slacken in our efforts; let us never forget that our just cause is sanctioned by the laws of nature, the eternal decrees of heaven, and by the most sacred obligations of the heart. Let us show to the world that we are not mere hacks, or a flock of sheep, but men who fully understand our duties and responsibilities; that we are capable of rising to the highest levels of human achievement.
Come! Join us! Let us, with a single heart and mind, engage in the struggle for freedom; let us march forth and secure the liberty that is our natural right!”
